Russia activates digital ruble infrastructure for major banks and retailers
Bank of Russia confirms 12 systemically significant banks ready for digital-ruble accounts from 1 September 2026, with retailer mandates and consumer top-up caps in place.

Russia activated digital-ruble infrastructure on 1 September 2026. The Bank of Russia states that all 12 systemically significant banks, representing over 80 percent of the payments market, are ready to offer digital-ruble accounts and transactions.
Retailers whose prior-year revenue exceeded ₽120 million and that held an agreement with a payments-significant bank as of 1 January 2026 must accept digital rubles. Individuals may top up wallets by up to ₽300,000 per calendar month, with payments and transfers remaining free. Businesses receive a fee holiday through 31 December 2026.
Remaining questions
The exact operational status of the nine additional payments-significant banks on day one remains undisclosed. No figures on expected consumer adoption or migration from cash or other rails have been released.
