The House passed the measure 294-134 in July 2025, including support from 78 Democrats. The Senate Banking Committee advanced it 15-9 in May 2026. Republicans hold 53 seats, so at least seven Democrats would need to cross the aisle for cloture to succeed.

Disputes center on whether stablecoins may pay interest or yield and on ethics language tied to President Donald Trump and his family businesses. Both issues have already pushed the timeline past the original pre-recess target.

What remains unknown

Even if cloture passes, additional procedural steps and a separate passage vote would still be required. The outcome of the 60-vote test itself remains unknown.
