The letters address perpetual futures product definitions, portfolio margining, and market data reporting.
Ondo argues that regulators should evaluate functional outcomes rather than require structural similarity to legacy systems.
The firm points to its Ondo Perps product, live since July, as a working example.
It also urges the agencies to bring offshore perpetual futures activity on U.S. stocks back onshore.
