Legacy v0 transaction formats will remain supported, while developers must adopt the v1 format to use the larger size. The change does not introduce any new per-byte fee.

What remains unknown

Exact activation timing and any last-minute delays remain unconfirmed beyond the stated target. Effects on bandwidth use and priority fees during network congestion have not been quantified.
